It seems a little complicated but then, if it wasn’t, the strongest of alliances would be obliterating their opponents easily.

A better options n would’ve been to give new players a 7 day shield so they have more time to grow and join an active alliance who can help guide them I agree with you on that, players that are just beginning the game should receive a 7-day shielded period where they can upgrade their districts, ga...

Syncing attacks is difficult - too many factors such as distance from the enemy, march size, etc. It would be a lot easier for alliance to perform joint attacks if there were a feature where a timer is set, then players could add their armies and they'd all begin marching once the timer ends.
