I can not view sent messages and can not send/reply messages

I playing on Windows 10 PCs, but on game does not have option to enable messages

could you please provide a bit more details about the issue. Sending Messages to others is enabled by default.

Messages are not sent, a message is displayed telling me to activate in account permissions. In addition to incoming messages not being displayed, as in the picture

I using Xbox (Microsoft) account for sync

Dear Commander mathpfvr,

In order to resolve the chat issue please do the following:

Start the Xbox Application on your computer and click on your profile icon(Above the "Home" Button)

Once you are there you will be able to see "Privacy" either directly on screen, or once you click on "More"

Clicking on "Privacy" will take you to a settings page, where you have to make sure that everything message/text related is Allowed or Enabled.

The main things to have to make sure are Allowed/Enabled are:
You can communicate outside of Xbox Live with voice & text - Allowed
Others can communicate with voice, text, or invites - Set to "Everyone"

Once that's done, you can just click on "Submit" at the bottom of the settings page and check if you can use messages.
